#4 or brushed finish varies from supplier to supplier or among the batches. This finish mainly depends on the type of abrasive belts used. Using this finish, very separate types of looks are created with patterns of parallel lines and grooves. Generally such finishes use grit between 120 & 320 based on application.  The level of the grit impacts the surface roughness, which is typically measured in terms of micro-inches or micrometers, represented as Ra (roughness average). Simple is that higher grit means a finer & reflective look. 

#8 or mirror finish , is a highly reflective mechanical polish, smooth finish with a scratch free appearance, achieved through proper & precise polishing of the stainless steel using finer abrasives & buffing rouges to remove all possible grit lines. The finish is highly resistant to the corrosion.
